Ανακοινωθέντα

Κατά τη χθεσινή (17.4.18) τακτική ενημέρωση των εκπροσώπων των διεθνών μέσων μαζικής ενημέρωσης στην έδρα των Ηνωμένων Εθνών από τον Εκπρόσωπο του Γενικού Γραμματέα του ΟΗΕ κ. Stéphane Dujarric, δημοσιογράφος αναφέρθηκε στο άρθρο της Cyprus Mail για ενδεχόμενο διορισμό της Βοηθού Γενικής Γραμματέας για Πολιτικές Υποθέσεις κας Rosemary DiCarlo ως Ειδική Απεσταλμένη του Γενικού Γραμματέα για την Κύπρο, και ρώτησε τον Εκπρόσωπο αν αυτό ισχύει.

Στην απάντηση του ο κ. Dujarric σημείωσε ότι τα Ηνωμένα Έθνη ανακοινώνουν νέους διορισμούς όταν είναι έτοιμοι να τους ανακοινώσουν και πρόσθεσε ότι θεωρητικά όλα είναι πιθανά αλλά προφανώς, δεν υπάρχει κάτι προς ανακοίνωση.

Επεσήμανε δε, ότι στις 16 Απριλίου 2018 οι δύο ηγέτες της Κύπρου συναντήθηκαν για πρώτη φορά μετά τη Διάσκεψη στο Crans-Montana, και είχαν μια ειλικρινή και ανοικτή ανταλλαγή απόψεων σε μια κατ’ ιδίαν συνομιλία υπό την αιγίδα των Ηνωμένων Εθνών. Σημείωσε ότι και οι δύο πλευρές κατέστησαν σαφές ότι η συνάντηση δεν σημαίνει επανέναρξη των συνομιλιών και υπογράμμισε ότι οι καλές υπηρεσίες του Γενικού Γραμματέα του ΟΗΕ παραμένουν στη διάθεση των δύο πλευρών. Ο κ. Dujarric ανάφερε επίσης ότι η κα Rosemary DiCarlo αναλαμβάνει τα καθήκοντα της ως Βοηθός Γενική Γραμματέας την 1^η Μαΐου.

Σε επισήμανση δημοσιογράφου σε προηγούμενη αναφορά του Εκπροσώπου, ότι τα κράτη οφείλουν να σέβονται τους κανόνες διεθνούς δικαίου και ότι η Τουρκία παραβιάζει το διεθνές δίκαιο με τις καθημερινές παραβιάσεις στην Κύπρο, o κ. Dujarric απέφυγε να απαντήσει. Υπενθύμισε όμως ότι ο Γενικός Γραμματέας μετά το κλείσιμο της Διάσκεψης στο Crans-Montana, ενθάρρυνε όλα τα συμβαλλόμενα μέρη να προβληματιστούν προκειμένου να προσδιορίσουν πότε οι συνθήκες θα ωριμάσουν ξανά για μια ουσιαστική διαδικασία στο εγγύς μέλλον. «Οι καλές υπηρεσίες του Γενικού Γραμματέα είναι πάντοτε διαθέσιμες και σε κάθε άλυτο πολιτικό πρόβλημα πρέπει να υπάρχει βούληση και από τα δύο μέρη, για να προχωρήσουμε μπροστά» κατέληξε ο κ. Dujarric.

«Question (Matthew Lee): I want to be sure to ask you something on Cyprus, just to understand better. There's a story in the Cyprus Mail that says, “Rosemary DiCarlo has the most likely chance of becoming the next personal envoy of UN Secretary‑General António Guterres in Cyprus”… or “on Cyprus”, I guess that would be. And I just wanted to know, is it even possible that one could be Under‑Secretary‑General of Political Affairs and also an envoy on a specific topic?  And when does she begin?

Dujarric: As you know, we announce new appointments when we are ready to announce them so that there’s….wherever we are in the world; there is a wonderful game of speculating of what the Secretary-General will do until there is an announcement. As…in theory, anything is possible. But, obviously, we are not in a position to talk about an announcement. There was a discussion yesterday in Cyprus where the two leaders had a frank and open exchange of views during their two-hour tête‑à‑tête discussion, which was facilitated by the UN. This was the first time the two leaders met since the conclusion of the Conference on Cyprus in Crans-Montana in July of last year. Both sides have made it clear that the meeting did not mark the resumption of the negotiations. But, obviously, as we have always said, the Secretary-General’s Good Offices remain at the disposal of both parties.

Question: And when does Rosemary DiCarlo will start?

Dujarric: May 1^st I believe.

Question (Antoniades):  Stéphane, thank you. Please, before I proceed to my question, can I clarify what Matthew said? You said, that after last night at dinner in Cyprus, you have nothing to announce at the right moment as regards a possibility of an appointment.

Dujarric: That’s correct.

Question: The thing is that, given that there is a problem here, before you said, let me say it, that you are expecting countries to respect international rules, et cetera. Here we’re trying to find a solution, but there are violations by Turkey on a daily basis, and how a solution can found when one country does not respect the rights of another country?

Dujarric: I think that…for the Secretary-General, I think you’ll recall, after the closure of the Crans-Montana meeting, he encouraged all parties to reflect in order to determine what the conditions should mature again for a meaningful process in the future. The Secretary-General’s Good Offices are always available, and it is, as any issue that is a political issue that is unresolved, we need to find will within both parties to move forward».
