The President of the Republic, Mr Nicos Anastasiades, received today, at a formal ceremony at the Presidential Palace, the credentials of the Ambassador of the Republic of Togo to the Republic of Cyprus, Mr Calixte Batossie Madjoulba.

Presenting his credentials, Ambassador Madjoulba, speaking in French, said:

“Excellence Monsieur le Président, 

A l’initiative conjointe de Votre Excellence et du Président de la République Togolaise Son Excellence Monsieur Faure Essozimna Gnassingbé, la République de Chypre et la République Togolaise ont établi des relations d’amitié et de coopération par la signature du Protocole, le 24 septembre 2015 à New York par leurs ministres respectifs des Affaires Etrangères.

Aujourd’hui, vous avez bien voulu donner un plus haut niveau à ces relations en décidant de les formaliser à travers l’honneur que vous me faites de vous présenter les Lettres par lesquelles votre homologue Son Excellence Monsieur Faure Essozimna Gnassingbé m’accrédite auprès de votre Excellence.

Monsieur le Président,

Je voudrais, avant toute chose, vous transmettre le salut amical et fraternel ainsi que les félicitations et l’admiration du peuple togolais et de son Président Son Excellence Monsieur Faure Essozimna Gnassingbé pour les élections que votre pays vient d’organiser le mois dernier par lesquelles la majorité des chypriotes vous ont renouvelé leur confiance en vous reconduisant à la tête de ce beau et grand pays, la République de Chypre.

Excellence Monsieur le Président,

Comme le vôtre, mon pays le Togo a accédé à sa souveraineté internationale en 1960 et appartient à des groupes sous régionaux notamment le Conseil de l’Entente, l’Union monétaire ouest-africaine (UEMOA), la Communauté Economique des Etats de l’Afrique de l’Ouest (CEDEAO) dont mon Président, Son Excellence Monsieur Faure Essozimna Gnassingbé assure, depuis le 4 juin 2017, la présidence tournante, et continental, l’Union Africaine.

Chacun de nos deux Etats est constitué de différents groupes ethniques et religieux qui vivent en parfaite symbiose, et dont la prospérité reste le souci majeur de leurs dirigeants.

Avec une façade maritime au sud sur près d’une cinquantaine de kilomètres, dotée du port le plus profond du golfe de guinée et d’infrastructures aéroportuaires ultra modernes, la capitale Lomé, fait du Togo un hub sur l’Afrique occidentale d’un capital humain de plus de trois cent millions d’habitants, un véritable marché de consommation et d’investissements.

Monsieur le Président,

Depuis octobre 2016, au sortir du « Sommet Extraordinaire de l’Union Africaine sur la sécurité et la sûreté maritimes et le Développement en Afrique » qu’il a accueilli, le Togo s’est résolument lancé dans une nouvelle dynamique économique : l’économie bleue, à partir de la charte signée à l’issue du Sommet de l’Union Africaine, dénommée « charte de Lomé » comme fer de lance dans le développement et la protection de l’économie bleue africaine.

Dans ce contexte, il me semble venir à point nommé, la coopération entre la République Togolaise et la République de Chypre, un pays insulaire dont l’économie notamment les échanges commerciaux et le tourisme n’échappant point à l’espace maritime.

Excellence Monsieur le Président,

En matière de gouvernance, le Togo, dans sa quête continue de l’enracinement de la démocratie et conscient que les démocraties de référence sont celles qui émanent de la base, organisera au cours de cette année des élections non seulement pour le renouvellement du Parlement mais aussi pour doter aux nouvelles communes, issues de la loi portant création de 116 communes au Togo, des instances dirigeantes consacrant ainsi la gouvernance locale dans mon pays.

Excellence Monsieur le Président,

Mon pays, le Togo, apprécie hautement vos efforts en matière de développement économique au bénéfice du peuple chypriote. Votre détermination à exploiter les réserves de gaz dans votre Zone Economique Exclusive s’inscrit justement dans cette dynamique.

C’est pourquoi, le Togo soutient le Gouvernement chypriote, investi de la notoriété et de la légitimité nécessaires pour exploiter toutes les richesses du sous-sol relevant de sa Zone Economique Exclusive dans l’intérêt supérieur du peuple chypriote.

Monsieur le Président,

Le Togo se félicite aussi de la convergence de vues entre la République de Chypre et la République Togolaise sur les questions internationales d’intérêts mutuels.

Aussi, le Togo soutient-il un règlement juste et durable de la question chypriote sur la base des résolutions pertinentes de l’Organisation des Nations Unies.

Monsieur le Président,

L’honneur que vous me faites ce jour et par ricochet à mon pays, de marquer votre disponibilité pour recevoir les documents qui scellent les relations d’amitié et de coopération qui unissent si heureusement nos deux pays, me donne l’occasion de vous transmettre, au nom du Président de la République Son Excellence Monsieur Faure Essozimna Gnassingbé, les vœux de nouvel an 2018 du peuple et du gouvernement togolais au peuple chypriote et à son  gouvernement avec la ferme conviction de voir ces relations que vous venez de hisser sur les fonts baptismaux par la présente cérémonie, se raffermir et se consolider davantage pour le bénéfice réciproque de nos deux pays.

Vive l’amitié et la coopération entre la République de Chypre et la République Togolaise, Vive l’amitié entre leurs Chefs d’Etat et entre leurs peuples.

Receiving the credentials, the President of the Republic said:

“Your Excellency,

 It is with great pleasure that I receive today your Letters of Credence appointing you as the new Ambassador of the Republic of Togo to the Republic of Cyprus, as well as the Letters of Recall of your predecessor. I would like to wish you every success in your mission and to assure you that my Government will provide you with every possible assistance you may need in the performance of your high duties.

 I would like to take this opportunity to express the readiness of the Government of the Republic of Cyprus to work closely with the Government of the Republic of Togo in order to strengthen our bilateral relations and to explore new areas of cooperation. Furthermore, we wish to enhance and further deepen the good collaboration that exists between our two countries within the United Nations and other international organizations.   

As an EU member state, Cyprus, is committed to the enhancement of the political dialogue and cooperation between EU and Togo in areas such as climate change, migration, democracy and human rights, and the fight against terrorism. 

Your Excellency,   

As I stated following my re-election as President of the Republic of Cyprus, the greatest challenge we face is the division and occupation of Cyprus. It is critical to end the unacceptable status quo in Cyprus caused by the illegal Turkish occupation of the territory of the Republic of Cyprus, and to reunify our country. 

In this regard, I would like to convey, in the clearest terms that we remain strongly committed to negotiate a solution within the parameters that the Secretary-General set, for a viable and comprehensive settlement, fully in line with international and EU law, that reunites Cyprus in a modern, truly independent and sovereign state, free of any third country dependencies that will offer the prospect of prosperity and peaceful co-existence for all its citizens.   

Unfortunately, Turkey’s most recent illegal actions in our maritime zones amount to escalated provocations and to flagrant violation of our sovereign rights to explore and exploit our natural resources, and do not contribute to the creation of the necessary conditions for the resumption of the negotiations for the solution of the Cyprus’s problem. 

Furthermore, Turkey’s pretext that it is acting in order to protect the interests of the Turkish Cypriots are completely unfounded, since we have repeatedly and publicly stated that:  

- The natural resources of the Republic of Cyprus belong to all Cypriots, Greek and Turkish Cypriots alike, in line with the convergence reached with the Turkish Cypriot side that decisions with regards to the maritime areas will be a federal competence in reunited Cyprus.  

- Cyprus’s goal is to fully explore and exploit the hydrocarbon potential in its exclusive economic zone, in the best terms possible, so as to maximize the benefits for all Cypriot citizens, in accordance with the submitted bill to the House of Representatives for the creation of a sovereign fund for the management of any future hydrocarbon resources, safeguarding the interests of current and future generations of all Cypriots.   

To this end, what I have made clear to the UN Secretary-General and the international community, is that if Turkey’s illegal actions cease along with the unacceptable positions and demands put forward by the Turkish Cypriot side, I am ready to immediately engage in a new dialogue as regards the internal aspects of the Cyprus’s problem, and also to take part in a new Conference on Cyprus, provided that the necessary preparation has taken place and that the five permanent members of the Security Council and the EU will assume an active role.  

Taking this opportunity, I would like to reiterate our deep appreciation for the strong support of the Government of the Republic of Togo to our continuous efforts to reach a just, viable and comprehensive settlement of the Cyprus’s problem, in line with the relevant UN Council Resolutions, the EU law, values and principles, and the High –  Level Agreements between the leaders of the two communities and the Joint Declaration of February 11, 2014.   

We therefore hope that Turkey refrains from actions that take us further away from the goal of continuing the negotiations, and that both Turkey and the Turkish Cypriot side clarify their intentions and revisit their intransigent positions, particularly in the areas of security and guarantees, and as regards demands that are not in line with Cyprus’s capacity as a member-state of the EU, so as to create sound prospects of achieving an overall agreement.  

Your Excellency,   

Five years ago, at the time of my first election as President of the Republic of Cyprus, this country was on the verge of financial collapse. Today, we can proudly - once more - connect Cyprus to growth and potential. Cyprus is currently one of the fastest growing economies of the EU, with a GDP growth rate close to 4%. Most importantly, this growth rate is expected to remain at similar levels for the next coming years.  

From my side, I should emphasize the strong commitment of my Government to continue working so that Cyprus remains firmly on a path of sustainable growth. We shall continue to invest in our human capital, supporting higher education and research, and creating a business-friendly economic environment.   

My Government’s plan during the next five years is to continuously improve the country’s business environment so as to reinforce the position of Cyprus as a competitive, innovative, stable and fully transparent destination for business and investment; to maintain sound public finances; to continue the promotion of structural reforms; to preserve a stable and competitive tax regime, and providing incentives for new business and investment. The majority of economic sectors in Cyprus present growth opportunities: energy, tourism, shipping, real estate, education, health, transport, research and innovation.  

Despite the economic difficulties that we have faced in the near past, our country’s comparative advantages not only remain intact, but have been further enhanced and expanded, setting them apart from most investment destinations. Cyprus today continues to be a highly competitive center for international businesses, offering a platform for operations and preferential access to markets like Europe, the Middle East, North Africa and Asia.

In welcoming you to Cyprus, I would kindly request you to convey to the President of the Republic of Togo, H.E. Mr. Faure Essozimna Gnassingbé, and to the people of Togo, our warmest and sincere greetings for peace and prosperity.”
